To: Voting Representatives – RCA Member Clubs & Associations
To facilitate the voting registration process for the RCA Special Meeting of Members to be held on February 22, 2023, one designated voting representative for each member club and association in good standing is required to complete the attached form in order to confirm their attendance at the Special Meeting of Members.

Voting during the meeting will be conducted online through and registered voting representatives will access their voting ballots via email in real-time. Instructions will be provided prior to the meeting and if there are any technical issues with the voting process assistance will be provided by the scrutineer during the meeting.
Voting Process:
For the RCA Special Meeting all formal voting will take place using a third-party online voting platform through Simply Voting (  The voting platform will be managed by Sport Law, who is acting as our third-party voting scrutineer and is available in English and French languages.
Test Message:
On February 21, at approximately 9:00am EST (one day prior to the meeting), all voting delegates in good standing will receive a test voting email from  Please click on the link within the message and follow the instructions to complete the test vote as soon as possible after receiving the message. This should be done well in advance of the Special Meeting.
If you cannot find the message, please double check your email inbox along with your Spam/Junk/Other folders. If the message still cannot be found, please contact us as soon as possible and we will provide assistance –
Voting on Motions:
Motions will be presented by the Chair during the meeting according to the agenda and online voting will occur in real time with a separate message link after each motion.  Voting delegates must log into the zoom meeting link and must also be prepared to access their email account (and messages from to cast their voting ballots.
The Sport Law scrutineer will assist voting delegates to ensure that all votes are collected and properly counted according to RCA’s weighted voting process. The voting platform is mobile friendly so voting delegates may want to use 2 devices (for example, phone and computer) or one device while switching between the Zoom and platforms during the meeting.
Proxy Voting:
A member association or club in good standing may appoint any designated representative to vote on behalf of their association or club – in that case a proxy form is not required. As a result, we recommend that every club or association designates one representative to attend this virtual meeting but we can provide a proxy form if needed – please contact us via e-mail:
Establishment of Quorum Will Finalize the Voting List:
A separate message will be provided for the roll call at the beginning of the meeting and after quorum is established, the list of all voting delegates in attendance will be updated to reflect actual voting members present.  The voting list will then be finalized and cannot be altered.  Therefore, please arrive to the virtual meeting early and if you are having any issues with access to the meeting or the test vote, please let us know prior to the official start time – 5:30 p.m. PST.
This is an important meeting – every member in good standing should have a voice and be represented.
