Ottawa – July 31, 2025 – The Canadian Centre for Ethics in Sport (CCES) is pleased to share its new strategic plan, Sport Integrity, Strategic Plan 2025–2028, which reflects the significant growth and expanded direction of the organization.
In assuming the mandate for safe sport in Canada, the CCES stepped back and reviewed its organizational strategy and structure to ensure we are fit for purpose as a broader sport integrity agency. This work is ongoing, and builds upon the progress already made and shared in our February 12 announcement.
Part of that review inevitably involved revising our strategic plan. We drew on the knowledge gleaned over the last year from several rounds of extensive consultation with external experts and researchers across sport, law, trauma-informed, regulatory, disability, human rights, gender equality, sexual violence, intersectionality, and social and racial justice practices. Meetings with advocacy groups and athletes’ councils, six separate public consultations, individual discussions, and email submissions also afforded us the opportunity to hear directly from those our programs impact. All this feedback guided us in mapping out new priorities, outcomes, and objectives to better serve society in our new role as the sport integrity authority for Canada.
Sport Integrity, Strategic Plan 2025–2028 was approved by the CCES Board of Directors in Ottawa this past May.
“This new, three-year plan will guide us well as we begin this next stage of our organization’s evolution. It focuses on the integrity issues of safe sport, anti-doping, and competition manipulation through regulation, as well as a significant commitment to education and prevention. It also addresses emerging threats and opportunities in relation to sport integrity, and explores how we might, with others, seek to address them,” stated Jocelyn Downie, Chair of the CCES Board of Directors. “My fellow Board members and I look forward to supporting the execution of this plan and to the positive contributions it will make to sport integrity in Canada.”

The process undertaken to review our organization and evolve towards a sport integrity agency has been comprehensive and involved significant consultation. We would like to thank those who shared their insights and suggestions, especially the athletes. We would particularly like to thank the survivors of maltreatment and abuse who were so generous with their time and energy as they shared their experiences and hopes and thus contributed in such a significant way to the development of the new Canadian Safe Sport Program. We are committed to continually listening and improving, so further feedback is always welcome.
