RCA Annual Member Declaration

As per Section 7 – Registered Participants of the RCA Bylaws, all RCA member organizations are required to submit an Annual Declaration and pay all dues and fees to remain a member in good standing with RCA.

In light of the impact of COVID-19, all member organizations will be offered the opportunity to defer payment of their Annual Dues. In September 2020, RCA will contact the organizations that requested a deferral to discuss payment of Annual Dues.

2020-2021 Dues and Fees (April 1, 2020 to March 31, 2021)

• Provincial Rowing Associations: $700.00
• Special Associations and Associate Organizations: $500.00
• Rowing Clubs: $400.00
• Participant Fee: $24.00
• Seat Fee: $3.50
• Come Try Fee: $75.00

2019-2020 Dues and Fees (April 1, 2019 to March 31, 2020)

• Provincial Rowing Associations: $700.00
• Special Associations and Associate Organizations: $500.00
• Rowing Clubs: $400.00
• Participant Fee: $20.00
• Seat Fee: $3.25
• Come Try Fee: $75.00

Member organizations should prepare for the following process and timeline for the 2020-2021 season:

April 16, 2020

• Confirm contact information with RCA (name, email address, phone number) of the member organization’s primary finance contact.
• All coaches who actively coached between April 1, 2019 – March 31, 2020 must be entered into the Web Registration System (WRS)*

*Active coaches during April 1, 2019 – March 31, 2020 cannot be added into the role of coach after March 31, 2020 as back-dating of this role is not permitted. Any coaches who actively coached and were not registered into the role of coach during this timeframe can be recorded by sending a list of coaches to Stephen McMurray.

April 17, 2020
Member organizations will be provided with:

• A report of their active and pending participants (if applicable) and all affiliated roles with their organization that have been registered in the RCA WRS from April 1, 2019 – March 31, 2020
• A Member Dues invoice for April 1, 2020 – March 31, 2021
• A link to the Annual Declaration Form 

June 1, 2020
Member organizations are required to submit the following:

• Completed Annual Declaration Form
• Discrepancies with RCA WRS Participant Report
• Payment of April 1 2020 – March 31, 2021 Dues

Member organizations may request a deferral of the 2020-21 Annual Dues on the Annual Declaration Form.

RCA accepts credit cards either online or by phone, and will accept cheques mailed to our office: 321 – 4371 Interurban Road, Victoria BC V9E 2C5

An individual with signing authority on behalf of the member organization is required to declare:

• That the RCA WRS participant report and roles report accurately reflects their organization’s participant and roles activity during the timeframe of April 1, 2019-March 31, 2020**. Any discrepancies should be rectified with RCA before May 22, 2020.
• That all rowing events or rowing-related events that required sanction (as described in the RCA Event Sanction Policy) were sanctioned during the timeframe of April 1, 2019 – March 31, 2020. 
• That all individuals entered into the role of coach have completed a Criminal Record Check by March 31, 2020.

**Associations are not expected to declare rowers who are already registered with RCA by a club.

A reminder that as part of our 2019 Every Coach Certified initiative, we have required that member organizations declare that their coaches have completed a Criminal Record Check (CRC) or Vulnerable Sector Screen (VSS) as of March 31, 2020.

During COVID-19 and through March 31, 2021, RCA is not requiring that individuals complete a VSS as this requires individuals to travel to local police stations and many stations have suspended in-person CRC and VSS during this time. Please be advised that a VSS may become a requirement in the future. (Note that only individuals born BEFORE 1986 may require a VSS. A local police information check (CRC) or an Enhanced Police Information check (E-PIC) through Sterling will be sufficient for anyone born AFTER 1986.)

Completion of a CRC is still required. Sterling Backcheck remains to be the RCA recommended choice for screening.
