POSITION: Senior Manager, Intake and Assessment
REPORTS TO: Director, Intake and Assessment
CLASSIFICATION LEVEL: M3
Please note, this position is intended to be a hybrid role based in either Ottawa or Winnipeg. Currently, our head office is in Ottawa, but we are considering establishing an office in Winnipeg in the near future.
Overview of Position
The Senior Manager, Intake and Assessment, is responsible for managing the Canadian Safe Sport Program (CSSP) intake and reporting processes. The Senior Manager is responsible for supporting and directing process and policy changes with the intake of reports and enhancing the operations of the program. Overseeing the initial intake process and preliminary inquiry process, the Senior Manager must ensure that all aspects are trauma responsive, timely, reliable, and procedurally fair. The Senior Manager supports relationships with external stakeholders such as law enforcement and child welfare. The Senior Manager supports the development of the Intake and Assessment team’s structure, processes, and direction as the CSSP evolves in its developmental phase and leads the team effectively to ensure the goals and desired outcomes are realized.
DUTIES AND RESPONSIBILITIES
Leadership and Management
- Provide guidance, evaluate performance, recommend training and development opportunities, and collaborate with HR on matters related to their direct report(s) to ensure alignment with program and organizational objectives.
- Support the Director, Intake and Assessment, in the development of strategic goals.
- Support relationships with law enforcement and child welfare agencies.
- Participate in committees and other external meetings as required.
- Contribute to strategic initiatives as needed.
Reported Cases and Oversight
- Manage the case intake and resolution, including the trauma-informed team of professionals managing intake processes and resolution matters and ensure a timely response to all reported matters and inquiries.
- Request assessment for when additional information is needed from reporters and work with the Director, Intake and Assessment, to determine when anonymous reports cannot proceed and must be closed.
- With the Director, Intake and Assessment, liaise with relevant authorities (e.g., police, child protection services, or other law enforcement) on potentially illegal matters or cases involving a child in need of protection.
- Make recommendations to the Director, Intake and Assessment, with respect to whether there is a duty to report to law enforcement and, if so, ensure it is fulfilled.
- In collaboration with the Director, Intake and Assessment, and the Investigations team, action approved requests for modifying provisional measures and for closing reports and ensure follow-up actions are completed.
CSSP Rules and Policies
- Oversee implementation of the CSSP Rules, including jurisdictional determinations and assessments of violations, in collaboration with the Investigations team.
- Oversee intake processes, ensuring compliance with CSSP Rules, internal policies, and operating timelines.
- Contribute to ongoing development of the CSSP Rules and recommend amendments based on feedback, coordinating with senior leadership as needed.
- Deliver procedural orders under and ensure proper execution on measures aligned with the CSSP Rules.
- Assist the Director, Intake and Assessment, with assessments when a violation of the CSSP Rules has occurred.
- Distribute decisions regarding the imposition of provisional measures.
- Ensure public registry is updated and manage records with respect to matters not posted to the registry.
Victim Support and Communication
- Support the Senior Manager, Victim Support and Communication, to address cases outside of CSSP jurisdiction, ensure timely follow-up, and provide support services to all involved parties.
- Support the Intake and Assessment team’s health and wellness, ensure trauma-informed training, and recommend improvements to the model.
Analytics and Research
- Contribute to the development of internal metrics and intake and case management systems, and to improvements and advancements to the system and its capabilities.
- Identify issues and coordinate solutions related to the ongoing administration, procedural, and technological needs of the Intake and Assessment team.
- Review and maintain statistics on reported cases, trends and issues and recommended solutions, and supply statistical data and analytics to stakeholders when required.
- Support research efforts by assessing trends and offering insight into reported cases.
CCES Quality Management System
- Develop internal quality controls, ensure team effectiveness, compliance with quality processes, and identify potential risks.
- Manage risk mitigation strategies and ensure feedback is logged in the Quality database for tracking and follow-up.
QUALIFICATIONS AND COMPETENCIES
- University degree in the field of law, social work, social sciences, communication, or equivalent combination of education and experience.
- Over five years of experience in relevant managerial positions along with demonstrated success in managing multi-faceted programs across a broad stakeholder sector with budget oversight.
- Knowledge of the Universal Code of Conduct to Prevent and Address Maltreatment in Sport and its implementation across Canadian sport systems.
- Knowledge of the regulatory and policy environment within which the CCES operates.
- Demonstrated success in personnel oversight including employee development and performance management.
- Success in achieving project goals while leading a team in fulfilling multiple project deliverables in a complex environment.
- Successful track record of performing effectively in a team setting and driven by team success.
- Able to work in a collaborative, supportive fashion and bring people together in a way that promotes the organization’s best interests in keeping with the CCES corporate culture.
- Knowledge of the greater Canadian sport community, values-based education programs, and social change programs.
- Comprehensive understanding of current ethical issues impacting sport.
- Professional conduct, sound judgement, and leadership skills. Strong interpersonal skills including tact, diplomacy, and flexibility to work effectively with colleagues, peers, and direct reports.
- Demonstrated organizational, time management, problem solving, and conflict resolution skills.
- Proficient in MS Word, Excel, PowerPoint, Outlook.
- Excellent verbal and written communication skills required in English and French.
