CCES POSITION PROFILE

POSITION: Senior Manager, Investigations
REPORTS TO: Director, Investigations and Systems
CLASSIFICATION LEVEL: M3

Please note, this position is intended to be a hybrid role based in either Ottawa or Winnipeg. Currently, our head office is in Ottawa, but we are considering establishing an office in Winnipeg in the near future. 

Overview of Position

The Senior Manager, Investigations, manages the Canadian Safe Sport Program (CSSP) Investigations team and the investigation process in line with the CSSP Rules and internal policies. The Senior Manager oversees the formal investigation and resolution process while ensuring it is properly actioned and is thorough, timely, and procedurally fair. Collaborating with IT to develop and implement the database and systems that support the effective operation of the CSSP is also a key responsibility. The Senior Manager actively supports the evolution of the Investigations team’s structure and processes in the CSSP’s developmental phase. The Senior Manager will lead the Investigations team effectively and manage effective use of the budget.

DUTIES AND RESPONSIBILITIES

Leadership and Management

  • Provide guidance, evaluate performance, recommend training and development opportunities, and collaborate with HR on matters related to their direct report(s) to ensure alignment with program and organizational objectives.
  • Support ongoing training development opportunities for the Investigations team in the area of trauma informed responses and maltreatment.
  • Support the Director, Investigations and Systems, in the development of strategic goals.
  • Support relationships with law enforcement agencies and child welfare as required.
  • Support relationships with international partners to improve and advance investigation processes.
  • Ensure implementation of a health and wellness model for the Investigations team and provide recommendations on improvements to the model.
  • Participate in committees and other external meetings as required.
  • Contribute to strategic initiatives as needed.

Investigations and Documentation

  • Collaborate with senior leadership and legal counsel to develop investigation policies and procedures.
  • With the Director, Intake and Assessment, forward cases involving illegal matters or child protection to authorities and ensure proper briefing when a case moves to investigation.
  • Review and assess investigation reports and other investigation documentation.
  • Determine follow-up actions following receipt of an investigation report which may be deemed incomplete or insufficient.
  • Oversee the proper implementation and compliance with provisional measures.
  • Raise requests to modify provisional measures to the Director, Investigations and Systems, and the Intake and Assessment team and provide input into their review.
  • Monitor staffing needs for investigations, manage internal/external investigators, and assign trained investigators to cases, ensuring trauma-informed practices.
  • Track and monitor ongoing investigations, manage associated costs, and ensure invoice accuracy before submission to Finance.
  • Provide input to legal counsel and senior leadership on determining sanctions.
  • Provide internal updates with respect to inquiries concerning investigations.
  • Work with the Investigations team to determine when to close anonymous reports or proceed with investigations where parties decline to cooperate.
  • Ensure victim support services are provided, in collaboration with the Senior Manager, Victim Support and Communication.

CSSP Rules and Policies

  • Participate in developing and implementing investigation policies and procedures in line with CSSP Rules.
  • Ensure compliance with procedures and timelines and determine breaches of CSSP Rules.
  • Recommend policy amendments based on feedback.

Case Management Systems

  • Develop internal processes and work instructions, and deliver training on the case management system.
  • Manage intake and case management systems, collaborating with IT to improve capabilities and track internal metrics and analytics for reported cases.
  • Review and maintain statistical data and analytics pertaining to the CSSP, as well as related to investigations, trends, and issues, and recommended solutions.
  • Support research efforts by assessing trends and offering insight into reported cases.

CCES Quality Management System

  • Develop internal quality controls, ensure team effectiveness, compliance with quality processes, and identify potential risks.
  • Manage risk mitigation strategies and ensure feedback is logged in the Quality database for tracking and follow-up.

General Responsibilities

  • Other duties as assigned by the Director, Investigations and Systems, and/or the Executive Director, Safe Sport.

QUALIFICATIONS AND COMPETENCIES

  • University degree in the field of law, public administration, social sciences, or equivalent combination of education and experience.
  • Over five years of experience in relevant managerial positions along with demonstrated success in managing multi-faceted programs across a broad stakeholder sector with budget oversight.
  • Knowledge of the Universal Code of Conduct to Prevent and Address Maltreatment in Sport and its implementation across Canadian sport systems.
  • Knowledge of the regulatory and policy environment within which the CCES operates.
  • Demonstrated success in personnel oversight including employee development and performance management.
  • Success in achieving project goals while leading a team in fulfilling multiple project deliverables in a complex environment.
  • Successful track record of performing effectively in a team setting and driven by team success.
  • Able to work in a collaborative, supportive fashion and bring people together in a way that promotes the organization’s best interests in keeping with the CCES corporate culture.
  • Knowledge of the greater Canadian sport community, values-based education programs, and social change programs.
  • Comprehensive understanding of current ethical issues impacting sport.
  • Professional conduct, sound judgement, and leadership skills. Strong interpersonal skills including tact, diplomacy, and flexibility to work effectively with colleagues, peers, and direct reports.
  • Demonstrated organizational, time management, problem solving, and conflict resolution skills.
  • Proficient in MS Word, Excel, PowerPoint, Outlook.
  • Excellent English verbal and written communication skills.
  • French verbal and written communication skills preferred.
