Ottawa, November 16, 2022 – The Canadian Paralympic Committee (CPC) supports the International Paralympic Committee’s (IPC) decision to suspend all membership rights of both the Russian and Belarus National Paralympic Committees (NPC) until further notice.

Because of the continued war and atrocities in Ukraine, this is the logical next step in reaffirming our message that aggression and war are not acceptable. In March of 2022, the IPC first banned both the Russian and Belarusian teams from competing at the Beijing Paralympic Winter Games.

“The CPC joins the worldwide movement of NPCs and other sporting organizations in continuing to condemn the atrocities being undertaken by Russia and Belarus in Ukraine,” said Marc-André Fabien, president of the CPC.

NPC Russia and NPC Belarus are unable to comply with the IPC membership obligations under the IPC Constitution, including:

o The obligation to respect, support and promote the purpose and objects of the IPC, including the obligation to ensure that, in Para sport within the Paralympic Movement, the spirit of fair play prevails, the safety and health of the athletes are protected, and fundamental ethical principles are upheld…

o The obligation to manage its affairs autonomously and without improper interference from bodies outside the Paralympic Movement, including ensuring that its operations are not influenced by any political, governmental, or religious interference…

o The obligation to not do anything (by act or omission) that is contrary to the purpose or objects of the IPC and/or that risks bringing the IPC, the Paralympic Movement, or Para sport into disrepute…

The IPC General Assembly may revoke any suspension imposed in accordance with the IPC Constitution if it is satisfied that the grounds on which it was imposed no longer apply. However, if the situation worsens, the IPC may consider expulsion of the NPCs of both Russia and Belarus in accordance with Article 16.2 of the IPC Constitution.

Ottawa, le 16 novembre, 2022 – Le Comité paralympique canadien (CPC) appuie la décision du Comité International Paralympique (IPC) de suspendre tous les droits de membre du Comité national paralympique (CNP) de la Russie et du CNP de la Biélorussie et ce, jusqu’à nouvel ordre.

En raison de la guerre et des atrocités répétées en Ukraine, il s’agit de la prochaine étape logique pour réaffirmer notre message que l’agression et la guerre ne sont pas acceptables. En mars 2022, l’IPC avait banni les équipes de Russie et de Biélorussie de la compétition aux Jeux Paralympiques d’hiver de Beijing.

« Le CPC rejoint le mouvement mondial des CNP et autres organisations sportives en continuant de dénoncer les atrocités commises par la Russie et la Biélorussie en Ukraine », a déclaré Marc-André Fabien, président du CPC.

Le CNP de la Russie et le CNP de la Biélorussie sont incapables de s’acquitter de leurs obligations d’appartenance en vertu de la constitution de l’IPC, notamment :

o L’obligation de respecter, d’appuyer et de faire la promotion de l’objet et du but de l’IPC, incluant l’obligation d’assurer que, dans le parasport au sein du Mouvement Paralympique : l’esprit du fair-play prévaut, la sécurité et la santé des athlètes sont protégées et les principes fondamentaux de l’éthique sont respectés…

o L’obligation de gérer ses affaires de façon autonome et sans ingérence indue d’organes externes au Mouvement Paralympique, incluant de veiller à ce que ses opérations ne soient pas influencées par une intrusion politique, gouvernementale ou religieuse…

o L’obligation ne prendre aucune mesure (par voie d’action ou d’omission) qui est contraire au but et aux objectifs de l’IPC et/ou qui risque de ternir la réputation de l’IPC, du Mouvement Paralympique ou du parasport…

L’Assemblée générale de l’IPC peut révoquer toute suspension imposée en vertu de la Constitution de l’IPC si elle est satisfaite que les motifs pour lesquels elle avait été imposée cessent de s’appliquer. Toutefois, si la situation se détériore, l’IPC pourrait envisager l’expulsion des CNP de la Russie et de la Biélorussie en vertu de l’article 16.2 de la Constitution de l’IPC.
