The Manager, Government Relations and Public Affairs (Manager, GR & PA) supports the Canadian Olympic Committee (COC)’s mandate to increase public and private engagement with the COC and the Canadian Olympic Movement. Reporting to the VP, International Relations and Public Affairs, the Manager will lead regular and strategic communications with internal and external stakeholders, government/international relations, and public affairs. Manager, GR & PA helps build, maintain and strengthen relationships with our government partners and identified individual stakeholders.

LOCATION
This position will be located in either the COC office in Toronto, ON at 250 Yonge St. Suite 3000 or Montreal, QC, at 500 René-Lévesque Boulevard West.

CORE RESPONSIBILITIES AND PRIORITIES

GOVERNMENT RELATIONS (GR):

  • Lead the development and implementation of GR strategies, including annual plans to achieve organization and department goals
  • Liaise with municipal, provincial & federal government partners to meet the delivery of their strategic priorities
  • Monitor trends, announcements and events and provide recommendations to internal stakeholders
  • Undertake strategic analysis on promises made in the public sector to ensure accountability for the sport community
  • Lobby on individual grants or projects and/or issues of public policy across multiple government departments and agencies
  • Increase government profile at community events and COC communications and announcements across Canada
  • Align external government partners to maximize exposure for our athletes and the sport community
  • Promote and advocate the COC’s position with public bodies and advisory councils
  • Review internal COC projects to identify links and storytelling opportunities with government partners
  • Work with outside consultants, associations, and national partners to implement government relations initiatives
  • Identify opportunities and draft responses to parliamentary, government and other consultations
  • Ensure adherence to all government lobby rules and regulations
  • Manage relationships with national sport partners to develop sport system messaging and a common voice for sport with government.
  • Play a key role in working managing government interactions related to a potential Canadian bid for multi-sport Games

PUBLIC AFFAIRS:

  • Lead and support development and direction of COC’s Public Affairs strategies and corporate initiatives
  • Develop strategic recommendations on outreach/correspondence/meetings with the COC’s President & CEO to internal and external stakeholders
  • Liaise and be a spokesperson between government entities, business organizations and community leaders
  • Work with the COC’s Communications team to prepare regular communication from the President to the COC’s Board & Session Members and the National Sport Organizations (NSOs)
  • Protocol lead at announcements and events

Advisor for the organization to improve the exposure of the Olympic Movement in CanadaWork closely with the Director, Communications and Media Relations and Senior Manager International Relations to align and maximize departmental activities

QUALIFICATIONS AND CRITICAL SKILLS
Education and Experience

  • Bachelor’s Degree in Political Science, Public Relations, Communications or related field
  • 5-7 years of Government Relations and Public Affairs Experience, including experience developing and implementing government relations initiatives

Skills and Abilities

  • Full understanding of Government structures and Government relations rules and practices at all levels
  • Clear communicator, both verbally and in writing, in order to create a clear and communicative environment with clients, organizations, companies, journalists, representatives, lawyers and staff members
  • Bilingualism (English, French) is a strong asset
  • Knowledge and understanding of the Canadian Sport System an asset
  • Proven ability to build and maintain strong relationships with internal/external colleagues and stakeholders;
  • Strong organizational and multitasking skills; able to work in a dynamic fast-paced environment
  • Demonstrated ability to keep information confidential
  • Demonstrates and embodies the COC values of Accountability, Excellence, Fun, Respect and Bravery
